The Karnataka government has decided to make the education free for all the girls from Class 1 to the graduation level in all the public and the aided private schools and the colleges, barring only the professional institutions, from the next academic year. The earmarked funds, however, are anything but the grand. We expect around the 18 lakh students whose parents’ income would be less than Rs 10 lakh to opt for this scheme and are also planning to earmark upto Rs 110 crore, the higher education minister Mr.Basavaraj Rayareddi said, that hoping only the poor would be avail of the scheme.

But even by that arithmetic, each one of the student would get just over Rs 611 a year. Similar schemes have been launched in the states of Telangana and the Punjab. While the Telangana has been announced the free education for the girls from the kindergarten to the post-graduation, The Punjab has recently fulfilled a key poll promise by extending the scheme till the PhD. This scheme is for all the girls unlike their schemes which are restricted to the certain classes and the income groups. He said the government would reimburse all the fees except the examination fees of all the girl students of Class 1 to the graduation level, irrespective of their income. The scheme will also apply to all the private aided and the government schools and the colleges.

The students, he added in the statement one must pay the fees first at the time of the admission and later on get it reimbursed by the government. The entire tuition fee will be waived even if the students opt for the popular women’s colleges like the Mount Carmel College in Bengaluru, he said in his statement. The great initiative, the government stressed, was to impart the free education to all the underprivileged girls who were generally drop out of the school after the Class 10, especially in the rural areas.

It is mainly in the rural areas where the girls come from the families’ earnings is less than Rs 10 lakh that the government needs to extend the incentives. But the government will not discriminate between the cities and the rural areas and of course the poor and rich. It is ready to reimburse the fees to all the girl students, the higher education minister said in his statement. The Education is already free for the girls from every poor families till the Class 8th. It is under the Right to Education Act.
