Punjab Allows Class 9-12 Students To Visit Schools On Voluntary Basis
Schools and colleges have been closed since March 22 (Representational)
New Delhi:
Students of Class 9-12 in Punjab can visit schools on a voluntary basis to seek guidance from their teachers, the Amarinder Singh government on Sunday ordered, in partial modification of the Centre’s Unlock4 guidelines. The relaxation will be allowed to students living outside high-risk containment zones.
Students, however, will have to secure written consent of their parents or guardians as per Standard Operating Procedures (SOPs) issued by the Union Ministry of Health and Family Welfare on September 8, 2020.
According to an official spokesperson, the state Home Department has issued detailed instructions to also permit skill or entrepreneurship training in national skill training institutes, Industrial Training Institutes (ITIs), short term training centers registered with the National Skill Development Corporation or State Skill Development Missions or other ministries of the Government of India or state governments.
The activities of National Institute for Entrepreneurship and Small Business Developments (NIESBUD), Indian Institute of Entrepreneurship (IIE) and their training providers have also been allowed from September 21, 2020 subject to strict adherence of the COVID-19 norms.
Schools and colleges have been closed since March 22, when Prime Minister Narendra Modi announced a nationwide lockdown to arrest the growth of the coronavirus. Over the months, most of the economic activities have been allowed by the Centre but educational institutions remained shut to prevent transmission of the virus among students.
The central government earlier this month allowed opening of schools for senior students from September 21. It had allowed states to take an independent call regarding this.
The Punjab government on Saturday allowed the opening of colleges for research scholars and postgraduate students pursuing technical and professional courses requiring experimental work.

Twenty-six former IPS officers have written a letter in response to their former colleague Julio Riberio’s letter which had cast aspersions over the Delhi riots probe.

As many as 26 former police officers have written a letter slamming their former colleague Julio Riberio for casting aspersions over the Delhi Police’s riot probe.
Ribeiro, a former Mumbai Police chief, recently wrote a letter to Delhi Police chief S N Shrivastava, questioning the fairness of the investigation in the Delhi riots case. While the Delhi Police chief has written back, defending the probe as impartial and evidence-based, the 26 former IPS officers have slammed Ribeiro for supporting people with ‘anti-India and communal narrative’.
In their letter, ex-IPS officers said that Ribeiro and his associates are backing “people like Umar Khalid who is known to have given the slogan – Bharat ki Barbadi Tak Jung Rahegi”.
The ex-IPS officers said that Ribeiro knows that there is a due process of law, and no one is above the law.
“The Delhi Police has every right and duty to investigate the role of any such person, and the custodial investigation is a part of due process of law. The accused has his rights under the law to seek anticipatory bail or a regular bail, as the case may be, and the right to a fair trial where he can prove himself innocent,” they said.
The letter by former IPS officers claimed that Ribeiro or any other former officer has not right “to suspect or question the integrity and professionalism of their successors in the Indian Police Service, and in turn demoralise them”.
“Such posturing and adverse commentary by such officers may demotivate the police officers and dilute their firm resolve to act against the criminals, including those who incite communal divide in India by instigating riots,” they said.
The letter was signed by several former DGPs, Addl DGPs, at least two former IB officials, three ex-IGPs.
